Successful Tender Management of UK Transport Operations

Jiffy Packaging Company Ltd (Jiffy) founders, the Baldwin family, started business as manufacturers of wood wool in Birmingham in 1896 before expanding to Manchester in 1926. Established in 1964, Jiffy manufactured the early Jiffy Padded Bag® from a base in Winsford, Cheshire.

During subsequent years the product range has been added to substantially, starting with Jiffy Rugated Products in 1968, a range of embossed laminated paper protective packaging materials. Following this in 1975, J. & W. Baldwin (Holdings) Company Ltd phased out wood wool and concentrated on distributing packaging materials produced by Jiffy. Currently at the UK Head Office in Winsford, Jiffy manufactures bubble film, bubble lined mailers, Padded Bags, sheet foam, technical foams, and offers a range of converted bubble and foam products.

The Specialist Logistics and Supply Chain team at The Supply Chain Consulting Group (SCCG) provided Jiffy with support based on their existing logistics activities and supply chain process, performance data, and desired goals, – making Jiffy confident they had selected the best supplier to provide for their UK Transport Operations.

In response to Jiffy’s request for consultancy expertise to tender their UK transport requirements for customer deliveries, the support of the team of Specialist Logistics and Supply Chain Consultants at SCCG was enlisted.

The scope of this project required the Specialist Consultants, to establish Jiffy’s objectives and detailed requirements for national (and lane specific) transport requirements for product distribution; to identify and evaluate suitable service providers, through a structured and managed Request for Information (RFI) process; to write and issue an Invitation to Tender (ITT) and manage the response time-line along with supporting further clarification of requirements to participants via questions and answers; and to analyse all ITT responses and present potential options to the Jiffy team in order to ultimately support the final selection of a service provider.

Prior to this, the SCCG team conducted an initial full appraisal of Jiffy’s requirements, objectives and expected outcomes for the tender process; including but was not limited to hours of operation, vehicle requirements (potential loading/unloading constraints at site and customer premises), haulier communications and time-slot management (mitigating potential demurrage charges), product returns management, returnable Transit Packaging (RTP) management, and KPIs and management reporting requirements.

Following their appraisal, The Supply Chain Consulting Group team subsequently worked with Jiffy to identify and agree a full list of potential service providers. During the period between the ITT issue and return date, the SCCG team were required to manage questions from the respondents, to be distributed, along with the answers to all or individual ITT respondents.

When all the complete ITTs had been received the SCCG team consultants undertook an evaluation and comparison exercise, involving the judging providers on select factors including: pricing, solution flexibility and agility, delivery tracking and event visibility, and quality and completeness of tender submission; following which a provider best suited to Jiffy was successfully selected.
